NZ criticized for not tracking hate crimes

In the wake of the Christchurch shootings, New Zealand's failure to track hate crimes is under new scrutiny. Reuters' Charlotte Greenfield says that the country has received many requests to do so from local and international agencies over the past ten years, but has not acted on them.
